Chapter 1: Cut the Fence

Spoilers:

Just started playing this game and have reached the point at which you have to cut the wire fence before stealing a motorbike and making your escape.

However, after dispatching some of the guards in the area (not all, because that didn't seem necessary or even doable) I reached the fence, which was now highlighted in blue to indicate that it could be interacted with and had a caption above reading, "Cut the fence".

So I get Manfred to get his knife out and do the deed.

No dice.

In fact neither of them can actually cut the damned fence!!!

What am I missing? Is there a pair of wire cutters lying around somewhere that I needed to pick up?

I saw something about it in the patch notes for one of the patches saying something about being able to cut the fence if you've killed a guard nearby, but it didn't make any sense to me.

Please help, because I'm exasperated and can't proceed.
