Because I'm quite certain that I used every weapon in game (some of them many times), be it job ones or bought ones, also without missing...
And another question - did you played it and done the challenge between updates or was there any update while you were working on achievement?
I bought the game this week and I think that I only used 1 or 2 weapons twice on that challenge.
To reduce the chance of missing that achievement I bought every weapon (I did one-mag with 1 or 2 mission weapons too) and instantly used it on that challenge.
I also used modifications but not on every weapon.
Important was to only use 1 shot on every target (some weapons only have auto mode) because "reloading = game over".
It might be (and this is just a wild guess) that updates somehow messed up some of the achievements (there were two updates while I was playing this last save). So, I might also try buying all the guns again and then doing one mag challenge with all of them one after another... But I believe I'm just gonna start a new save, 'cause I got problem with One Man Army achievement also (stuck on two weapons almost whole run), and see if that gonna help.

That would be the safest approach.
Maybe just start with guns from jobs. you should have 10 different guns pretty fast and can take each one to the challenge.
That's exactly what I did, every time I bought a new gun type and fixed it up, I took it straight to the range and did the 1 mag challenge. I never missed a shot on it, but my time/score wasn't exactly top notch. I would have guessed I had used all of them before this as part of testing weapons during the jobs, but as soon as I did it with the last gun for my collection I got the achievement.
First, I tried with new run - new profile, new game. Used job weapons, writing down which ones I took to shooting range, trying not to miss - the whole deal. Passed all weapons, and... No luck. Didn't get the achievement. Hm, okay. Maybe I used some of the them twice, or something, and that messed up the counting? Don't know. Whatever the case, didn't get it.
Well then, let's try with bought weapons. Went back to first profile again (had a lot of money in that save, faster to buy all the weapons and all that), started patiently buying all the guns once more, doing jobs only when needed to reset the Bid, not going to the range until I finally collected them all... All guns in safe, took first four, deciding to start with QBZ (being full auto, I knew it will be easier to accidently shoot twice or something), did the one mag challenge with it, and only it... and got the achievement. First weapon from seventeen patiently collected weapons, and just like that, I got it.
Now, I KNOW for sure, 100% certain, I used bought and job QBZ-s on a challenge in that save, several times, exactly because it's only full auto weapon so more likely to miss, and was always extra careful with it... but somehow the game decided that this one is the one.
I mean, great. Trumpets and fireworks. But the hilarious thing? I misclicked. Twice. First shooting, empty clip, 8 of 10 targets down. Well, poop. Okay, emptied other two mags - this time with no misses, thinking I will just have to try again... But lo and behold, got the achievement regardless.
So I finished the challenge. Have no freaking clue why it was succesful now, and no idea why it didn't work before, and don't know why it ignored the missed targets, but whatever. At last I got it. Yay, I guess? :D
But I figured out that my AKM didn't count, which is strange because it was my first bought gun and pretty much everything was completed with it.
Well, you just get all your collection to the range and hope for the best. Not the hardest thing. Doesn't ruin the game or anything. Just a bit annoying.
seriously a shame. I wanted to 100% the game, but eh.
