White Death can't complete mission?

I've completed all main objectives, Tiny has the enigma machine, cylinders, and codes. Fins, Inferno, and Lupin are in the sub with the captain and sailors. Tiny and Spooky get inside the plane and nothing happens. The mission won't complete. Any idea what I'm missing here?

Went through and killed all of the soldiers near the runway. That doesn't do anything. Exited the plane and rentered with the 'gear' symbol. That doesn't do anything.

Guess you've done it by now - if not though - have you checked whether either Spy or Tiny have the enigma and docs with them? They need to carry it on the plane, not others on the Sub.

Yeah, I think Tiny had all three parts; the enigma, the dial and the docs. He and the spy would enter the plane and just sit there until they started dying of cold. I ended up uninstalling the game and giving up. I figure my cloud save is there if I want to go back.
