Mouse Pointer Lag

The pointer is lagging a lot, right from the title screen. When I move the mouse, the pointer moves in half a second at least. Running on windows 10, and all the base specs are met. Kindly suggest a solution. Thanks

In the launch options paste this:

-refresh 60

or

-refresh 30

And then launch the game.
