please try right-clicking on the game in your steam library. Go to "properties", then to Language and select English (if it's already selected switch it to another for a bit and then switch back to English).
If that doesn't help:
You can also try going to "local files" and clicking on "verify integrity of game files".
After that try changing the language again.
Take care
May I ask you what is your "Store and wallet country?" If you use a non-English speaking country, this might happen.
You can try the solution:
Changing the language of the Steam client
The Steam language setting determines which language the Steam client application displays, as well as the language which games are presented in. (Third-party titles may have their own language settings - these settings will generally be independent of the Steam language setting)
1. Log into your Steam account
2. Click on "Steam" in the top menu bar (this is in the very upper left of Steam on Windows, or in the menu bar above Steam on OSX)
3. Go to the Settings option ("Preferences on" OSX)
4. Go to the Interface tab
5. Select the language you wish to use from the drop-down menu
6. Click OK and then select the option to Restart Steam
7. Once Steam restarts, you will be able to use Steam and Valve games in the language which you selected.
8. If you have games installed that support the language you have selected, files for that language may need to be downloaded before you can play.

How do I change my game's language in GOG GALAXY?
In most cases, you will be able to select the game language before the download starts, in the window that appears right after clicking INSTALL.
If this is not possible, or if you have already installed the game, select it from the list on the left side of GOG GALAXY, and click on MORE -> Settings. You can change the game language here, under GAME: SELECT LANGUAGE.
However, there are three unusual scenarios you may encounter (especially with older, or smaller games):
1. Some games may have all language versions bundled by default. In this case you will have to select the right one in the game options.
2. In some instances (usually for some older games), you will have to use a Language selector. To open it, select the game from the list on the left side of GOG GALAXY, click on MORE -> Other, and look for a Language Setup, which is a separate application used to change the game's language.
3. Some games may only have the English version available. You can check if this is the case by opening the game's store page. All available languages are listed on the right under the header "Languages", which you can find directly below the wishlist button.

P.S. It would be better to ask your questions about any game on the market platform you bought the game. Since you bought the game on GOG, it would be better to ask your questions there, not on Steam.

GOG Commandos series community discussions:

First of all, you bought a product on GOG, then you came to ask your question about a GOG version on Steam. With all of the mistakes you did, you received the proper help. But now you acting wild and uncivil. Absolutely shameful.
Oh Does it matter if i ask here or in GOG ? it's Same game Same engine ! and i'm sure same problem with steam version too
Do you think the only source to offer help ?
get out of here !
Next time use the dedicated market platform that you bought the product from it and ask your questions there. You can also contact technical support on GOG. Steam has nothing to do with problems about the games published on GOG.

Thank you for taking the time to try to help in such great detail and staying civil.
Since this discussion isn’t leading anywhere and there are great solutions presented - for Steam - I’m going to close this thread.
Take care
