Help with Memmon

I'm trying to figure out how to play with Memmon, but apparently everything I do is wrong.
1) My troops seems really weaker than basically everyone. Each battle became a chaotic thing where my troops run everywhere, usually routing after few hits.

2) Everyone hates me. No matter how much resources I give to other factions for nothing, all soon or later declare war on me.

3) Not only the hordes in this game are unable to reinforce (why?) but the lack of agents makes impossible to scout. But this is not true for the other factions, so, is there something to work around to this?

The other Total War I played before this one are the historical ones, and after Throne of Britannia that I defined "a little gem", playing Troy is a sort of trauma.
Do the other newer Total War (WarHammer, Three Kingdoms and Pharaon) have the same "features" of this one?

IMO Throne of Britannia is worst Total War :D
Memnon is very special and unique faction, not even in Troy, but in Total War games in general, I would choose somebody else - Agamemnon or Menelaos

If You really want to play as Memnon, You can watch this guy, how he is playing on hardest difficulty.
What is important, he explains, what he is doing and why, so You can learn from that (You do not need to play Legendary Difficulty)

It is played in Historical Mode and is designed for the strategy to work across all 3 game modes (and lower difficulties of course)
