I'm playing as Ithaca and the land locked regions are pretty useless so I want to give them to an ally.

Territory that is far from your or the partner's territory will be not come up as an option.
Hmm that's interesting. I can't remember if I was ever denied the option completely, but I know that not all owned regions will pop up in the trade region list, maybe because of what the other guy said.
What I realised with region trade it that you can only trade a region from a State that you own at least one region. Maybe I missed something as Killedinaction said we can trade when you share border. Maybe you can do so, but for sure you can trade in between State that you own at least one region in.
I guess, the region must border with faction, if You want it to offer them
