Report a translation problem
You don't need to play The Shapeshifting Detective before Doctor Dekker as there's no story continuity between the two. However, as mr_leo says, Poe and Munro is a prequel to Shapeshift and so you might appreciate some of the references more if you play Poe and Munro last (but this isn't needed to enjoy the game!)
It should also be mentioned that during the course of TSD it is totally possible for Munro to perish (in more than one way).
Canonizing decisions in this type of game can be unpopular, so going backwards was probably the easiest route.
While bad things can happen to both Poe and Munro, in no situation they can actually perish in this game. Some outcomes can be perceived as happier, but none will be tragic for the 2 protagonists. They have plot-imunity, since both still need to be alive by the time of TSD.
