Generally around $1 billion I've gotten an event where the Secretary Maid come in and say the debt is completely paid off. After that I don't really get anymore story events.
Once you get the Secretary Maid telling you the debt is completely paid off, I think the game is beaten. I've been playing on one of my saves for several hours and only unlocked the achievements but have yet to get any story events after the debt is paid off. No credits played (plus their a credit button in the lower right hand corner if you want to see the credits). Really you can almost call the last Idol Battle the "credits" since you're seeing the background video that is basically what the credits look like as it recap the game. But yea once the debt is paid off, I say only thing left to do is get all achievements.
Hmm what day count are you on, what your maid count, and have you completed the NPC events/VIP scenes? Only thing I can think of is the event is triggered by day count or by maid count. I had 27~30 maids hired by that time, I had triggered the majority of the NPC maid VIP scenes, and I was at least 100+ days into the game.
