Weapons are upgraded with copper, silver or gold nuggets - the description of the weapon tells you what and how many you need to upgrade it, if it can be upgraded. If it's 4-star, I don't think it can be.
I don't think you get any upgrade material from scrapping weapons, just ammo.
Nuggets can be acquired from mining (you need a pick) or from taking bars to the blacksmith.
You definitely can get upgrade materials from scrapping weapons but the chance is low. The material you get corresponds to the tier of the weapon. Its only really worth crapping gold weapons if you really need it, the other metals you'll get more than you need.
