Exclude the game from AV scans
Repair the game

OP, if you indeed use a legit windows 10 product key you can try the following:

1) scan file integrity (open cmd as admin and try sfc /scannow and let it finish)
2) check if you are participating in Insider preview build. To check you can go to the Settings > Go to Update and Security -> Windows Update -> Advanced options

The thing with preview builds is that they expire, so maybe this is the fault

Ok so again from the cmd run this command now

dism /online /cleanup-image /restorehealth

this will take longer to perform but it will fix most of the problems. Then after you finish with it, run one more time the sfc /scannnow command

I reinstalled Windows and everything is working now.

well if the insider build is causing it thats on you as M$ does warn that some things dont work on the insider builds and that there may be bugs
