Probably not. Especially with 4GB of RAM
Edit: I'd say if he had a computer with another designated RAM slot he could easily get 8 or 16GB of RAM, but on a laptop you're pretty much screwed.
If it doesn't work, or doesn't perform adequately, then it is up to you at that point. You could either ask for a steam refund or keep the game on your steam account.
