Yeah its just something silly added by the devs, it rarely spawns in some rounds and its more of an optional challenge than anything.

there are random pegwins on various maps because well over a year ago there was this scavenger hunt sort of challenge where if you completed various things like carrying all secret pegwins to the finish line you would get a Magic Dragon costume. Since the contest has long since been over, the pegwins don't really do much of anything.
