Are you sure you bought the game and not payed for a beta key? Did you buy the game on steam directly or did you bought your copy from a different website?
If you bought it on steam you should be able to search in your purchase history for it and maybe use that as proof to open a ticket to steam.
There's a few options I thought of, 1 family share which got disabled.
There's also the option of receiving the game as a gift and the person refunded it normally they need permission of the person that received the gift to refund it but maybe can be bypassed if you report it to your bank as fraud, what's also the option is that Devolver revoked keys to due scammers.

Best thing to do is click on your name in the right top corner then go to Account Details and then go to View purchase history, and just Ctrl + F search for a refund.
It might be they refunded it so you can see the price of it being refunded, also can contact steam support maybe they can help.
