HID.dll is utilized for devices like a mouse and keyboard that plug in via USB. That is why it is necessary.

I don't recommend any Methods offered that have a person modify the registry unless you are 100% confident in your ability to undo any changes.
With that said, I recommend Method 4 on the page, using System File Checker to see if the file is corrupt or malformed.
I eventually got mine to work by doing a Windows update. Apparently there were a few that were queued but hadn't been downloaded and installed yet. Did that, restarted, worked on the first try!
