So to change the language in-game, you have to change your Windows Language to something like for example English (United States) and so when you try again, you will probably get the achievement.
I hope it will help you, just make sure after you make the changes, your game will be in english language.

i also didnt change anythin else then the language i also canceled the emote so yeah lol
Yeah i didn't believed when i saw this, but some people from PS4 version was having the same problem and had to change the system language on the console too, so i assumed that the PC version had the same problem.
This is one of the most fake I've ever read. If that are the problem, should all American players need to receive it, or do you think they use windows in what language? Russian?
I took this achievement simply by leaving the entire emote the same as the symbol. And guess what, I got it and my windows is Spanish. I see many players just pressing the emote button, and they don't even let the all animation.
If it is something to change is just the language of the game only, it has nothing to do with the native language of windows.
One should not argue that, especially when the devs acknowledged that because if it was a game issue it self, it would of not been possible at all for anyone on steam.
