Unfortunately, Player 1 must be both keyboard and the 1st controller.
if you want to play with a friend, you need 2 controllers at minimum...
I do hope this will be fixed in a coming patch.
The answer from HaY is not totally right :
If I configure the player 1 with keyboard then the player 2 with a pad, two players are able to play.
But 4 players should be able to play. MicroMachines' guys knew how to deal with this almost 30 years ago.
Hope the receipe has not been lost with the infamous millenium bug.
So after some investigation i found out it is possible to play split screen with player 1 as keyboard, and player 2/3/4 as controller.
Here is how:

Ironically, you can acutally bind keyboard buttons to all players, but the problem is without a controller assigned to player 2,3, or 4, they cannot join the game, as the binding screen does not allow binding of the "join" button

Meaning, technically if you have 4 controllers plugged in, then you can have all players playing with keyboard. correct me if i am wrong.
Okay that's as far as i would test this functionality. It is a very underwhelming experience.
You're right, you got the root cause of the keyboard issue. The only key available to join the game is "Return" and it is for player 1. So each of the other 3 players can not enter the game.
So only adding a keyboard binding for each of the three other players should do the trick.
Please, Circuit Superstars' guys, just do it.
