If you mean the first, then GIMP is the editor of my choice. It is a free alternative to photoshop.
If you are looking for a realistic generator, then for the parts you might like the Medieval DLC's. There is also a free generator available specially for those sets.
However... This is all a lot more complicated than the default sets. It has diagonal walls and diagonal movement. Which is great, but no beginner stuff.
So for realistic stuff, I really love the medieval set, but since you are a beginner I wouldn't start off with that set.
But like John above mentioned it sounds like you're looking more for generator parts. In which case they've given a pretty solid answer on.

This is basically a thread showcasing the PVGames assets. Think Ultima, Blood Omen: Legacy of Kain, Fallout/Fallout 2, Planetscape: Torment, etc.
And yes, the packs in question isn't exactly "throw it in a project and it works". Especially if you want to get the most out of it.
You can find helpful links for using stuff like that on the official forums too. Note that a lot of things like parallax mapping apply to the base resources too, so can use the default stuff for practice too.

Yeah, mainly looking to create my own sprites, though good packs are helpful too.
Try Graphics Gale, it's also free and I used it for many years before moving onto a paid pixel application.

First you make a character in the rpgmaker generator that comes as close as possible to what you want. then you import that file sheet into gimp and touch up the character to be what you actually want. this also makes sure your sizing and spacing are accurate and you dont end up with random limbs in your walking animations.
