A way to add mods?

Is there a way to add mods to this game? Even something simple like adding extra items or changing starting loadouts.

This game is expansive enough where modding it can really cause it to take off. One person's time is limited on working a game. But have 1000 people add content, and most things will be added/fixed before the year is over.
