I cant use the Kayak because it says I need a waybill. What does it mean and how do I get it?

I am playing survival mode.

I'm thinking exactly the same thing. I have the Kayak but can't do anything with it because it requires a "Waybill". Where the hell do I get one of those and how does the Kayak work, exactly?
I mean as far as I know a "Waybill" is a shipping document for goods, etc. So do we actually sail the Kayak or are we supposed to fill it with goods, for some reason?

Judging by reading some other threads posted recently, "Waybill" can be purchased from a merchant, who is also randomly drifting on the sea/ residing on an island.
And to get seashells they use as currency, you need to sell things for the merchant.
Can't really confirm this myself as I hadn't had a run-in with this merchant yet nor have I managed to find any of the islands - then again, I'm not sure if there's a way to build a paddle and/ or a sail, so I'd have at least some maneuverability for my raft.

it's not simple xD but we are force wait a long moment to speak and echange the "waybills" with a merchant if you have not maneuverability. Because i thinks it is imposible craft paddle or sail

Noted that as well - not to mention that we'd leave the raft to explore with the kayak and since those defensive spikes are breakable, I'd love to have a bit more permanent solution for keeping the shark eating my raft like a cracker while I'm gone.

I am wondering the same thing. Before the Global Update I reached level 25 (max). Maybe the reason he isnt appearing for me is because I am at maximum level. Perhaps you have to be at a lower level to trigger the merchant, but I dont know.

If he isn’t going to appear for me because of this then I am wasting my time.

I wish someone could confirm if being at maximum level will prevent me from seeing him?

I am level eighteen and i never seen the merchant, i thinks the merchant comes to you when you are level 22 because in the patch it is says "once days in 9:00h PM the merchant comes to you...." and when you are level 22 you deblock "clock" to know the hour

I had a epiphany yesterday, so thought I would test my theory. I played the game and waited until 21:00 real time and the merchant turned up. So in conclusion the merchant turning up works on system/real time. I then quit the game, booted it up again and continued the game and the merchant appeared a 2nd time. I repeated this process one more time and the merchant appeared a 3rd time. Then I left it for a bit, quit the game, booted it up and continued but the merchant didnt appear this time. Try giving this method a go and see if it works for you.

@rainmoTS The Batteries you buy from the Merchant are for the torch which you also get from the Merchant. When you say computer are you referring to the blueprints for the Island Scanner?

If you are referring to the Island Scanner then you need to make the Island Scanner. If you click on the blueprint in your inventory it will tell you what items you require to make it. The items you need can be purchased from the Merchant. You will also need to buy a power supply which you can also buy from the merchant.
