FFMPEG or AVCONV missing on windows

Getting an error that says:

It does this a number of times but all i ever see is the command line box. No GUI or interface and I cant seem to get it to pair controllers... or at least i dont think i can.

Found the issue from the person a few months back and connected to the webpage manually. Failure to search, my bad.
