resolution scalibility is what's eating your fps
I can play everything on max with 60 fps, but with this option set on half, playing with full resolution scalability the fps drops to 40 fps
i am playing with a GTX 1060 and a i5 7600k

the game looks a bit blurry but the performance is better.

That's because you're literally cutting your resolution in half. If you're playing at 1080p and set resolution scale to 50%, you're playing at 540p.

Yep. I discovered this myself as well.
It doesn't fix the overall issues, but makes the FPS playable.

You are better off just manually lowering the resolution till you find the point where its playable... resolution scalability on half is just nasty....

The game will be good if you play with gtx 1660ti / gtx 1070 at 1080p/60fps

Not true. I have a 1660 Ti overclocked with an i5 9400f and 16GB ddr4 ram @ 3000 Mhz with SSD and good MOBO and it still gets low frames unless I turn the shadow quality to Low or the resolution scalability to half.
