Well, they at least should have adapted the description of the quest a bit, so it's clear it's not just a one-time.
Then again, it's not really a biggie. Once it's understood that quest is a continuous process, it doesn't matter much when it keeps standing in your list of quests.
Yes, I remembered that in the original Bard's Tale (I have the remastered version) you had to go back to the Review Board as characters reached certain levels (was it every 5th level? I don't recall for sure)...So the new versions have retained that feature in the form of a quest that never ends...heh...
In the original, you needed to go to the Review Board for every skill level advancement. You would get +1 to a random attribute (up to the maximum for that attribute), plus some hitpoints (and spellpoints, if running a mage). For some of the melee classes, you would get an extra attack every 4 levels after the first. Maybe this is what you are thinking of?

So, yes, while not identical, they tried to at least maintain some level of the same concept in BT4, which is praiseworthy, even if only out of nostalgic reasons.

Aha, fairly at the start, thus. Things will literally open up a lot once you get through sinister street. Until then, one can explore Skara Below and Above. And Haernhold, of course... but you'll be killed outright, if you try that at lvl 10. :-p
