Or it the devs could have just supplied us with an overabundance of cogs because so may people whined that there wasn't enough.

I've noticed this also; it's with one of the merchants a bit further down the market, right? Yeah, I thought so too: "That's new!"
I bought it because they were cheap and one is better safe than sorry. :-)
My personal take on it is, that it's put there because of the trouble some had in the original (mostly German version of the game, I think) where there were problems with some gates where you need cogs, but they didn't find them or couldn't get them, or simply didn't work, or something to that effect. (I never had any problems with it, but, well...) Back then, there was plea for more cogs, and I think this is in response to it.
Now, I was wondering, because, with the new song, you'd actually need LESS cogs (as far as they were used on the main quest), but I guess it's for those that want to play without the song, or, it's because the devs want to make sure similar problems with other gates aren't detrimental any longer.
I doubt they are for the new dungeon specifically - though I'm not 100% sure yet, since I didn't level up enough to go there yet. ;-)
I think it's more of an "assurance" kind of thing.

If you run out of cogs and you're good with hex files, the item code for simple cog in the original is IOt44 ;)
