Laggy intros?

Just started playing this game and im facing a very weird issue with characters intros before the fights and after victory animations - while fps counter showing 60fps it actually looks incredibly laggy, like its running in 15 frames or something. Anyone experience the same, is it supposed to be like so?

p.s. Just watched playthroughs on Youtube and its same laggy there, damn how did they think that it looks fine to release like so?
