Now the animations is another topic, since they're manually animated at a framerate lower than 60fps. However, everything is still updated at 60fps.
And if you want better graphics, you can edit Engine.ini to use supersampling, since the in-game settings don't allow for internal resolutions beyond the specified output resolution. Now I agree the anti-aliasing is bad, but I wouldn't say graphics are overall poor, so you can solve that problem through supersampling.
so in other word because the majority of players could only play at 60fps they se it to be the cap for fair play ?

Also specifically for arcsys games the game runs at 60s but the characters are animated at 24 (like movies, tv shows, and anime) specifically to give that anime feeling.

I use nvidia DSR to play the game at 4k in a 1080p monitor.
