Lagging with RTX 2070 (SOLVED)

(EDIT: Ended up resolving my own issue by deleting a few files from the game and verifying integrity of game cache)

So i recently purchased an RTX 2070 and ever since then, my game runs fine, but when I get into games, the FPS is running at a locked 60, but the game feels laggy. I end up rubber banding around everywhere. My internet connection is fine, and all other games work fine. But 2k20 hasn't been working since I got my new card. Not sure if anyone can help

NBA2K20 pefoms best at 60fps/60Hz. Make sue your desktop and game is set to 60Hz and turn vsync on.

no its just in mypark/neighborhood, when i turned vsync on my game runs at 12fps in the park while walking around

dont remember too much, but find your settings config file, i think that was the main one it was. so you can revert everything to default.

i also had an issue prior to this when messing with my settings where a lot of text in the game became super low resolution

I bought a brand new config with the same graphic card and I have the exact same issue.... the game is unplayable in mp while it's working fine in solo or any other games.
