It's definitely possible they just need to implement an anticheat. They probably know the majority of revenue is from console so they don't consider the time and effort worth it.

even with anticheat, cheat soft 'and cheat user ofc) will always be there. Just ask activison how crossplatform is awfull for them.
Many console player don t wanna play crossplatform just cause of pc cheater.
