VSYNC is just limiting the maximum amount of fps your screen will get from your graphics card. If your GPU puts in more input as your monitor can read sometimes it happens that your picture in motion will start to tear. VSYNC get's rid of this. But there are a lot people who won't really see a difference. Vsync as every technology has grown and today nearly every onboard chip should easily handle vsync without any performance hits or input lag...
If you have a 60hz screen put vsync on and limit fps to 60. If you have a 144hz screen then use 144fps. Easy as that....
