The 2nd character pass came out of nowhere (and all the DLC characters in it have already been revealed through data-mining), so unless they end up doing a 3rd one we're gonna have to wait for Pirate Warriors 5. The good news is by the time that happens, there should be even more new characters to add. Bringing back Enel from PW3 would be pretty dope too.

Yeah depends on what format they go for in 5, since they did arc-per-map in 3 and focus-on-big-arcs in 4, they might do something different like an original story. I'd prefer the format from 3 though, just with up to date arcs.
If they cover Skypiea and Thriller Bark they won't have an excuse to skip out on Enel and Perona again.
They made 3 in the middle of Dressrosa and 4 in the middle of Wano so i'd expect 5 in the middle of Elbaf.
PW3 = 2015, PW4 = 2020, PW5 = 2025? (Elbaf should start in the manga by the end of this year, and anime would enter Egghead by that time so with an extra year after that it'd fit the pattern somewhat).
Anyhow conspiracy time over i'd want 5 ASAP i don't like the idea of waiting this long.
I'd welcome a third DLC pack with open arms.

Oh for sure; there's nothing I'd love more than to see new content for this game. Hopefully until PW5 is closer Bandai Namco will follow the XV2 formula with a ton of DLC years after release. They've done that with some of their other older games so hopefully it works out that way for PW4 too. Bringing back older characters that they already spent time making like Perona and Enel would be a great idea too.

PW3 definitely re-told the story the best way too. It was much better on a chronological arc basis rather than just the really big ones. That's one thing this game really needs a lot more of... MAPS!!

Oh yeah we definitely need more maps, when i was going through story log i was getting increasingly nervous when i noticed every arc has pretty much only 2 maps each.
I'm def jealous of DBZ fans when it comes to xenoverse, they're eating good.
