Let me at least share my perspective with you. It has gotten better in the form of combos, air combos, and combat fluidity. In general, this is the most fun COMBAT so far in the Pirate Warriors Franchise as it feels good to fight. This, in turn, is why I have played so much of it and come back to it often. It has done better than previous games with the fact that there is Online Multiplayer which, in all honesty, is something I wanted here on PC for a long while. This allows you, with little complication, to connect with your buddy and team up to fight together to overwhelm the enemies. It honestly makes you feel like a badass when you and your friend are tearing through the map taking care of objectives with little concern as you both know the other has your back. The Giant characters, while an unusual addition, feel right for a One Piece game. Some people may complain when they show up as other players, but many others love to use them in single player and tend to play with their friends anyways or go into a One Piece S.O.S. (Think PW2) or random match to help others where they may need heavy lifting, so I don't see this as an issue.
But...As you have said, they have gotten worse. Pirate Warriors 3's missions, game modes, and general close approach to the story have been better. Mind you, I can't play PW3 on PC well without the assistance of a third party software or way too much fiddling with Steam as it doesn't like modern controllers. But I will admit it is good where it is good. You have multiple ways to play the same level as there are side missions and secrets for characters you play on it, which adds some replayability. There is, however, the issue of combat. Combat isn't as fun in that game, not as fluid, and many of the characters feel about as weak and useless as Chopper or Bege in this game...Which really, really sucks.
But all of this said: How do you improve it?
Learn from PW3 and do the more cinematic, closer to the story cutscenes with some manga/comic-like elements to really sell it to us on aesthetic for storytelling. Make more characters playable and use the PW4 game's combat style as a good template for the combat side of things. Make enemy commanders (The important enemies, objectives, ect) tracked when in multiplayer (I don't want to be slapping a 'Do not flee' objective into a corner and have him 'escape' because he did so on my friend's end), improve what characters are lackluster (Chopper needs help...Seriously, help our chopper boy), and bring back game modes to make it more diverse of a game.
Hell, only other thing that could make it even better in this hypothetical game (to me, anyways) is custom characters. Think Xenoverse 2 style where you will impact the story as your character. Fighting styles are likely a mixture of particular enemies or characters (anyone can learn fishman Karate, anyone can learn swordsmanship or the like, ect. Throw in a few Devil Fruit options for combat that aren't used by others if you want to be really creative) with costumes being the basic creation on something like Dynasty Warriors 8 Empires for simplicity...Once again, this is an unreasonable request, I know this, but I know on top of what I said in the last paragraph this would make things amazing.
I'm not sure, the only thing that seems better to me is the fact you can destroy much more stuff than in the previous games...which is cool of course,
Way better combat. PW3 combat mechanics are braindead button mashing, just like most Warriors games. The changes made to the combat in PW4 make it a much more engaging game with a lot more depth and variety, on top of having more characters (there's a couple of characters in 3 that aren't in 4, but 4 overall has a larger roster).
The only thing 3 has over 4 is that it covers more of the story, but that's not really a positive because nobody's playing this game to relive the story.
I don't like the new combat mechanics too much to be honest...even if there's a bit more variety I don't think they are so much more fun to be honest.
Instead of one musou move you can equip up to 4, and improve those you like with the coin system in your character map before a mission. Instead of an attack you can also chose to pick a transformation, like gear 4 for luffy, and it give you new combos, and new musou moves too. It also mean some move can be pulled way easier than landing an 8 button combo to have it out
during your combo you can also send the ennemies flying and continue your onslaught mid air by pressing jump. Or do a similar thing with the rush button, it also help beating a group of mob, push them toward the crowd and keeping your combo longer. Nothing prevent you to start on ground, then air, and finally rush to send everyone down. You are way more mobile that before.
No more Kizuna rush, these move weres fun but also totally OP, so i'm ok with that change.
As noted by many they could have got rid of all early chapter of the story, and jump to the new world, giving us a more detailed story mode in the process. Because no punk hazard, no Zho...and worst of all you meet captains you can't play without the dlc.
