Why key characters are not playable?

Why key characters are not playable even when they already have done models?
I say here about key for story characters like Rebecca and Vivi etc.

At same time it keep trash like Lucci or Cavendish.

Rebecca and Vivi are princesses, they're not really fighters and they don't like fighting. Their role and importance were politic related hence why they're not playable in a fighting game.
Lucci and Cavendish are fighters.

rebecca literally fought as a gladiator. vivi infiltrated baroque works and also fought. other games added vivi as playable fighter before.

i know what you mean but that isnt great reasoning. pirate warriors always feel very "half-hearted" compared to other warriors games like warrior's orochi where you get tons of characters.

if you have to make cuts, it makes sense to keep those two out compared to other characters. Enel, Magellan, etc. on the other hand should be in this game, especially Enel, considering the significance of Skypia for the story and Wano.

Ideally we would get a roster like Budokai Tenkaichi 3 with all of the characters, all of the sagas and a proper adaption without cut content. Maybe once OP has ended lol

Still Rebecca and Vivi had and probably will have big impact on the story. Lucci or Cavendish are not important.

As for combat power at least Rebecca have haki power. And definitly is able to beat even some of Straw Hats crew, or Lucci who does not even have haki.

Argument about being figters is just wrong. Character like Nami are not fighters as well.

not gonna happen , i mean both Vivi and Rebecca r filler chars.
also Vivi doesn't fight ( well not even at an east blue lvl ) at all and rebecca doesn't kill.

Magelan and Enel don't really have any reason to be here either.
Enel has no haki and any relation to the story atm, same with Magelan.

they basicly stay at their island widhout ever leaving it, Enel in skypia and Magelan in impel down.

Vivi and Rebecca filler characters? They are key characters that have big impact of the story and are active even after end of them chapters.

Tell me how many kills have Straw Hats? Even Luffy did not killed anyone whole story.

Warriors Orochi isn't even comparable, the only reason it has so many characters is because the vast majority of the movesets, models, animations, etc. are recycled from past Dynasty Warriors and Samurai Warriors games.
