If you don't mind restarting, here's an actual useful tip because I had to (unfortunately) learn this game in and out to 100% it.
I don't see anyone bringing it up (likely people just missed it) but there's ONE piece of completely unmarked, unexplained side content that you can optionally do to get... chase-specific upgrades.
Yes, it's as stupid as it sounds, and you don't get to see your "chase stats" anywhere but they're there and if you do them all in a row you won't have to keep track of that stuff.
Anyway, if you talk to Mack at the little shack on Purgatory, outside of the underground area, you can do several chase-type challenges for him. They're basically just mini-chases without a Game Over attached to them if you lose.
Do ALL of them, on the original Premium Adventure save you started this NG+ from (it's not unlocked at the point you are on the Legend save so you can't do it here).
You'll get boosts to your stamina and one upgrade to your tackle's damage.
And that stuff carries over to NG+.
Chases are STILL a slog even with those (they deadass programmed that ♥♥♥♥ with their feet, it's so broken) but it's considerably more manageable with that extra leniency and slightly better tackle damage.
Again, you'll have to restart your NG+ run so you can actually take those upgrades from your original save, but it hopefully shouldn't take more than a couple hours if you rush it (preferably with encounter-avoiding equipment on to save yourself the long random encounters).
I think you didn't read what I said because I specifically underlined the fact that this is not a NG+ playthrough and rather a NG playthrough since that was my intention in the first place :P
I am very well aware of the Mack training place. Not to brag but I've got like 160 hours in this game and have 100%ed as well. But yeah I just wanted to go through the game with 0 stats to rebuild a new maxed out Kiryu save but due to that complication.
Anyways, it's alright. I've already restarted with my maxed NG+ save and I'm beating the game like that. Thanks for taking time to write that mountain of text, it (probably) won't go for nothing.
I can't think of much else to suggest outside of just "have the upgrades"... My strategy for those was generally just:
-Sprinting whenever possible without stopping ("rubberband" is bullcrap)
-Having my brain wired and ready to re-tap the sprint button immediately, because certain things instantly remove your sprint status (like bumping into anyone)
-RUNNING AROUND PEOPLE AND OBSTACLES, it's better to waste a few frames taking a safe distance than risk lightly grazing their hitbox and wasting a lot of frames
-AVOIDING JUMPING when possible (you can run around most rows of little obstacles without losing time) because it's broken and even lightly grazing the smallest bit of level geometry makes you jitter stuck in place and waste time
-Making sure NOT to tackle unless you're sure you're right up against your target (because the camera angle makes it hard to gauge distances otherwise and missing a single tackle just completeley destroys your stamina)
-ABUSING the QTE cars any time the chance comes up to gain distance for free while the NPC is frozen in place (but that one's obvious)
EDIT: Almost forgot, I can't remember if this applied to any of the story chases, but at least in Kamurocho I managed to get NPCs stuck running against parked cars multiple times making it a free chase... unsure what the exact conditions were or if it's possible to purposefully push them into a position where that would happen, but I know for a fact the AI isn't prepared to deal with unexpected obstacles
At this point I've beaten Richardson to a pulp and I can't bother going back for more. I'll settle with NG+ and one day, when emulation allows it, I'll play the original Y3 with 60 FPS without the shoddy Remaster's shenanigans.
Search for "Skip Chase Sequences" on nexusmods, worked perfectly for me.
I don't like cheesing in videogames, but having to beat that foreigner guy again and again and the chase itself are the definition of a bad game design
