What the golf.
I am currently stuck on the first round with the city councilman, taking mulligan after mulligan because I just can't get the swing timing. I don't understand it. The tutorial says to let go when YOU want, but when I do that it just resets him back to standing there waiting for me to hold down the button again. It only locks in when I just happen to let go when the yellow triangle is up against one of the grey ones, and by then I'm so frustrated that I hit the button too rapidly and don't get the orange triangle where it's supposed to be. Am I supposed to be able to hit the ball with whatever power I want, or only what power the game requires?

You have to press and hold, release hopefully at the top of the bar for max power (or before if your shot requires adjustments), then press it again as the cursor is coming back to the starting point. that'll get you the best shot that will mostly align with the preview in the minimap.
I personally felt like the game quite helps you adjust it on the right timing, it is not so difficult to pull off.

Maybe I'm holding it too long, then. But I've been trying to release long before it reaches the maximum power. It's like there's some weird delay that causes it not to respond.

You can advance the plot just by surrendering on all 3 holes. No need to actually get in the hole.

I ♥♥♥♥♥♥♥ gave up on trying to figure out the golf controls. I just swung a 12 on each hole and never came back.
I've already beaten Yakuza 3. But yeah, the golf sucked a lot. After I managed to get past the intro game, I never went back.
