I am missing just one (probably South Park) person?

There are only two that do not have ticks beside their names for me. Randy (top right on page 9) and the person to his left. I have not even met the person to his left. This is the row for the South Park characters. What do I have to do to meet this person?

If you mean Stan's Dad, I do not know where he is. But it should be Stan's Dad because Stan asked you if you saw his Dad.

I have found Stan's Dad but apparently I haven't completed all of his quests? In the list of people the person to his left is still a blank tile, that only happens when you haven't talked to them yet.

If you have the charged soulstone from the second Doc fetch quest area, Talk to kenny and it gives the option to collect his soul, Kenny disappears, He appears as a ticked friend next to randy and one of the other south park NPCs remarks, "you killed kenny"

If you already used the charged soulstone for the quest is there another way to "kill" kenny?

I used a the shadow skin to unlock the dialogue to kill kenny

Thanks. Now the only person missing a tick is Randy. Randy never gave me a quest so I'm not sure what to do.

buy the 30M house in diamond bay, do the quests for the guy who lives next door then once you have him ticked, press E on his garage door and you get a flash drive, give the flash drive to randy and he lets you buy Oregano from his barn for Klick coins. Do it for the tick, not the oregano because once you own the 100M mansion (i think), you can go to golden springs city hall and legalise oregano for free, making it purchaseable from paulmart

You do not need 100m mansion for legalizing it. I never went to diamond city and I was able to legalize it.
