you can get into the backyard of the 2nd most expensive house in sun villa. Then go down through the trees. Once you're in the new area, in addition to the quest, there are 3 items to collect and put in something to get boots 7.

You need to 'earn' it this playthrough. Simply having it is not enough.
So if you prestiged and didn't get shadow skin via gameplay again - you need to do it first.
