Lottery Winning?

I don't know if its possible to win because I did win once but then it says im inelligble afterward so i just assume that it means I cant win again but im not sure

Yes, that is how the lottery has worked for some time however I just added the inelligble indicator in the most recent patch so people stop trying after they have already won a lottery. You can only win one of the 3 lottos per life.

Edit: The only reason I still let you buy a ticket after winning is to complete tasks.
