Can you move to a different team?

Can you start at 1 team, say the Cubs, then move to another team in the same save game?

you can leave or quit a team you're managing/gm'ing and then either move yourself in commish mode or hope that another team is willing to sign you. Alternatively you can while working for one team decide you're done and go sign for another team.

But that team would be required to have that spot open on their FO otherwise you can't replace someone already hired. Not unless you force them out again via Commissioner mode.

So if there is a job avaialble mid way through a season you can apply and leave for another

Yes that is correct. However most GM jobs are all accounted for by spring training so that's rate. Manager jobs can open up as teams fire them although most teams fire at the AS game and end of season.
