(Spoiler's For Act 2) Last Light Inn Bug - Flaming Fist J'ehlar

Reddit wasn't much help, and I can't seem to find any awnsers online so maybe I'll have better luck here. I've seen different posts reporting similar issues with Last Light Inn, but my situation is a little different.

I'm currently doing the quest line for Halsin, after arriving at Last Light Inn and meeting Art Cullagh. However his care taker, Flaming Fist J’ehlar, is nowhere to be found. In fact, none of the Flaming Fists are. I've seen different walk throughs online where after you enter the bedroom, there's a whole meeting in there along with several NPCs, but I can't seem to find them anywhere after scowering the entirety of Last Light Inn. Not sure if I can progress Halsin's quest line from here or if I'm SOL.

I've tried reloading previous saves, even completing the fight with Isobel, and doing everything up until the point where I would then have to talk to J'ehlar so she'll point you in the right direction towards the House of Healing, but nothing's worked. I've had party members roll a pass on their perception checks and noticed the letter under his leg, but from what I've read online, the only way to get it is if J'ehlar is there to help you with him. Any help or advice on how to fix this would be greatly appreciated! Thank you :)

This happened to me too. No "Fist" guys anywhere. Im sad I cant complete Halsin's quest. Make me want to quit playing actually as its breaking my rp/immersion.

Have you guys rescued the councillor at Waukeen's rest?

Press alt and you'll see Art has a letter on him. Pick it up and read it and that continues the quest.

I was experiencing the bug as well and this worked perfect for me, thanks!

Two of the fists appeared for me in the basement level by the boats immediately underneath the room that Art is in. One is halfway in the wall and the other is by the short stairs. It doesn't do anything for me because talking to one of them prompts Art, on the other floor, to mumble while floating in the fireplace. Sigh.

Turns out if you just go to the house of healing, you can get the Lyre without needing the quest to trigger. But to answer your question, no, I did not so that's probably why they weren't at Last Light.
