Could you share a DxDiag and details on how you launch the game? Maybe it is related.
Hm... It is still quite a stretch, but I am looking for a correlation with the issue with Windows Home.
Can I ask you to restart your PC and see if applying method C from here might make a difference?

The settings should be saved within the appdata files. But I cannot see yet why it should not work, unless the related folders are having write protection or you lacking rights. But then it would make no sense if starting the game as administrator does not change anything, right?
i appreciate the attempt to help! it seems to me this is a problem with the hotfix itself.
It could be. The hotfix has seemingly attempted to fix an issue related to savegames, where the game would constantly glitch out to a debug profile.
So it would not be surprising if the glitch manifested in settings as well.
But that it cannot be resolved via restart makes me doubt about it, whether the game can or cannot make the settings correctly.
In a different game the culprit was Nvidia GeFoce - where the app constantly applied a GeForce gaming profile to the game. Deactivatingthe graphics cards software'S feature in that regards has helped., But I have not seen any reports on that yet.

Did you allow an adrenaline profile to be added to the game? Or have you set a general one ? Because that can cause issues. When i allowed for Adrenaline to focus on performance, it caused unforeseen and severe issues that nearly led to me frying my CPU:D
Are the new chests empty or they contain duplicate stuff?
Wild suggestion of mine: try deactivating the Deluxe DLC and see if that helps. But then I would probably wait for a patch as it is most likely related to the additional contents issue.

Each chest contains the DLC items in full duplicate.
It definitely is nonsense, and it is about time the developers take some decisive actions. I blame them for not using a secondary "hotfix branch" where you can opt-in/out as Steam user. I have the strong impression at the moment that the release version was more stable before they did "fix" stuff and broke others in the process.
I thank you for keeping us updated. I like to see things through to the end where I got myself involved to help, especially when the user, like you, is trying the best in earnest. Keep in mind: the issues are not your fault, and in an ideal situation each patch would just fix things. But some stuff like personal settings - it is hard to rule such out as cause, that is why it is still worth to check things like you do instead just waiting for the next patch.
I mean, we just want to play as soon as possible again without any issues, right?
