Forbidden area dialogue loops endlessly
The dialogue from guards when you enter forbidden areas can sometimes bug out and get stuck looping for every member of your party and there is no way to get away from it. If even one member gets stuck there they all teleport back every time the dialogue starts again. So frustrating

Same thing is happening for me. Like, 6 months later. I found a way to bypass it, use the bottom left icons to switch to a different character while in the select dialog screen for the character who is caught. Then use a different character make the caught character invisible. Then switch back, select the dialog, and for me, it stopped looping.

I am currently having this problem. At the end of the steel watch quest, trying to talk to Walbrun and Gale keeps getting looped into a 'restricted area'.. which for some reason has gone from a random npc to Barcus is now telling Gale he's in a restricted area. I thought I had it fixed by hitting Gale with a greater invisibility spell. Had him jump to a waypoint to get away from the area. But now he's getting that message from that waypoint. Tried to invis and send him to camp. As soon as he landed in camp, the ENTIRE camp went aggro and attacked Gale. I had to reload the game and try the scene again. But it just went back to Barcus and one other npc telling Gale he was in a restricted area.

If one gets permanently stuck in such a situation with no way out, I strongly encourage them to send in your issue with your savegame and screenshots here

you have to talk to wulbren in Rivington before blowing up the foundry. did the trick for me.

I have the same bug. Gale is the only one in my party who gets affected. I cant teleport him away because Random NPCs will still stay he's caught in a restricted area. I cant bring him to camp because everyone will become hostile towards him. TALKING TO WULBREN FIXED IT.....

I dont know why it fixes it. I already went through all of Wulbrens dialogue. But I travelled to Rivington Talked to him again, went through the same dialogue ive already done and Success. Gale is no longer harassed after blowing up Steel Watch

Note can anyone confirm if its Wulbren that fixes it, or just traveling to another Region and back?

quickly tested it, i think yes, traveling between regions fixes it.
i didn't talk to wulbren, in fact i killed him and many people near factory, then i long rested and killed astarion as he aggroed too, went to the park, guard aggroed, i went to prison hoping it would stop, i killed everyone there
after traveling i went to this exact place in park and nobody cared. hopefully it is dealt with, was sure my honour save is ruined.
half a year later act 3 is still bugged unfinished garbage. I really was more scared of bugs than fights.

I have this exact same bug, I spoke to both Barcus and Wulbren in Rivington prior to this. Travelling between regions wasn't possible for me as it keeps saying "someone in your party isn't ready to travel" I tried greater invisibilty but then at long rest Karlacch and Wyll try to murder Gale

The fix for me was to re-run the fight from the beginning (breaking into the foundry) and to make sure I killed the two steel watch sentries - one out front and one along the side of the building. Ran it several times and noticed that if I aggro'd the one steel watcher while trying to get to the elevator lever, that watcher would climb up onto the roof and take pot-shots at the companions through a window. If I ignored the Watcher and just continued onto the elevator and on to the next area, it seemed like the Watcher reset BUT Gale would have perma loop aggro at the end cut-scene. When I made sure the Watcher was down before taking the elevator, the problem didn't occur. Was able to repeat (took some work to get the bloody Watcher to climb onto the roof for further testing) but got the same result. Making sure the aggro'd Watchers are dead before moving to the next 'room' of the factory seems to fix it for me.

Got this bug in Moonrise towers when Halsin was accidently left in the foyer. I used f1-f4 to switch to my Tav and got her back to Halsin. Then I resumed the dialog, said "I'm leaving" and it was fixed.

Tl;dr, make sure your party member wasn't left somewhere unattended where they shouldn't be.
