My graphics are stuck on super low

for some reason, even though I keep setting my graphics to ultra, everything still looks super pixelated like it's on low. tattoos in the character creator are like 3 pixels. the settings say that my graphics are on ultra but they clearly aren't. what should i do?

i know my computer can handle high graphics, so it's not some sort of computer safety measure to make sure the game doesn't just crash or something.

in what resolution are you playing? maybe u have FSR performance enabled?
