Everything is saying not found

So for context: Before larian added mod manager to the game I had been installing mods manually. When management became available I deleted all my saves. Uninstalled the game and disconnected it from the steam cloud,just in case. I reinstalled, verified files and opened the game and everything says not found. Or when I try to exit the game I get a blank popup that wants me to type in quit or exit I think. but no prompts or any buttons to click. I cannot figure out what to do or what I might be missing to fix this but it has unfortunately absolutely broken the game. Was hoping someone had a fix?
