From memory, you need to activate the Quest by going into the cave and talking to the mother. Fight if you wish.
Then after a while, probably a long rest, go to the goblin camp and free the cub from the goblins... many ways to do that.
Then after a few more rests it will turn up to your camp. Be nice to it. It will run off and then later come back and stay.
Not running any mods. I should note that this is a recent issue, I have two other completed campaigns in which I got the owlbear cub using the same methods you just listed - met the cub and his mother in the cave (didn't end up killing her in either campaign), got to the goblin camp in the next long rest and saw the owlbear cub there, helped him escape, he showed up from time to time over the next few long rests until he finally stayed.
But for whatever reason, in my more recent campaigns, even after I have encountered the mother and the cub, the goblins never kill the mother and the cub never shows up at the goblin camp, even after several long rests.
Maybe you should start a new run, head to the owlbear cave asap and see what happens. If it still doesn't work, then just maybe you have a corrupted file in the game. but follow through this guide.
