Steel watch foundry Titan doesn't spawn
Did the quest to destroy foundy.

I was able to destroy the 3 watchers with bow from shadows without engaging in battle. Afterwards the Titan didn't spawn.

Only way to finish quest was to pickpocket (or kill) Toobin and get the book to get the password. I missed the loot from Titan
