Flickering of textures quality on ultra graphycs settings

I recently reinstalled BG3 and noticed some strange issues with the quality of cutscenes and dialogue backgrounds, including weird glowing. Additionally, the clothing textures in dialogues sometimes flicker between low and high resolution. Sometimes the high-resolution outfits of NPCs or companions have low-resolution patterns or buttons, which is noticeable and unpleasant to my perfectionist view.
I have double-checked all my hardware, drivers, and game settings. Everything is fine and nothing seems to be out of place. What could be causing this issue? It is... unsettling.
