Modding folder locations
Some mods require manual installation into folders named "public" or sometimes "generated". These are supposed to be in a "data" folder. The only "public" folder I've found is in the "player profiles" folder in the "appdata/larionstudios/bg3" path.

What am I missing in terms of what the golden structure should be?

You are missing the age of those mods. Follow the instructions accordingly as the folders required in those old mods are not generated automatically. For anything else consult the mods authors.

If you don't have other generated or public folders just drop them in the "Data" folder so they exist besides the "Localization" etc. folders. After that if you want to add other manual mods you can then copy the files in the new "Generated" and "Public" folder. Idk how else to explain it, i would provide a screenshot since i also use a lot of manual mods but idk how

DONT EVER TOUCH THE PUBLIC FOLDER WITH THE PLAYER PROFILES cuz this is where your saves are located!

So you place the "Generated" and "Public" folder here:

Steam/steamapps/common/BG3/Data

then the order should be like this:

Generated (the folder you copied here)
Locilazation
Mods (should be here from your modmanager)
Public (the other folder you have to copy here)
and then just a bunch of loose .pak files
