Report a translation problem
There is one last resort however that you haven't, which is reinstalling OS.
If we assume the issue is a corrupt ucrtbase (which is just a component of visual C), and something that can actually cause issues in a lot of games and other applications, the only solution would be to have the right version non-corrupted ucrtbase.dll.
You could try windows own repair installation, that way you avoid completely resetting your system and can keep your settings, user profiles, etc.

I can't tell if it will solve the issue, but seeing as you exhausted most options, you could try now to address a possible issue with the system file.
On a last note (i don't know if you did it, you didn't specify), i would also try first to clear steam cache and the Larian level cache. Just delete everything in the LArian system folder in %AppData%, after backing up your save files. This can solve a lot of game related issues, before any more troublesome measures are taken
Ty for your answer man. Tried that today, but didin't work. Event visor keeps saying there's a problem with ucrtbase.dll .

No idea why it shows failure on crash reporter too.

Exit Steam properly then try launching the game directly via executable, not as administrator but in Windows 8 compatibility mode.

Process Lasso was creating the problem. I run a i9-12900K and usually disable the E-Cores using this software.
Selected all cores back again, and it worked. Now I'm happy.
So it is one of the usual suspects again, huh? These threads make less and less sense. Not this one specifically, but generally speaking. Thanks for sharing.
Look. Threadstarter +RoV+ did a very good job here. They not only shared essential information to their problem which was helpful in the attempt to assist them, they also provide information about how they resolved it.
You should not hijack their thread for your personal issue. Instead use their example as a role model how to create your own thread and request assistance. What you wrote is too general and not helpful at all in comparison to what they wrote.
You could create a new thread with your DxDiag report, or look out for the usual suspects like Porject Lasso as +RoV+ described. That will sure do more to help you, And if that helped you, make sure to thank +RoV+ properly for sharing their solution.
I've been getting them going into portals, exploring, trading, or on camp.
What I've tried:
Close One Drive
Close Discord
Disable Antivirus
Verify files
Close NVIDIA broadcast.
I'll be trying more recommendations from Larian in this link and update. Not today though.
