For me, Halsin just stands outside the door of the room Art is in, in the middle of Last Light Inn. He does this before and after I play the lute or even if I try the workaround of killing Art and speaking with his corpse get the info about Thaniel and lavender.
He still appears in all the cutscenes with Art, and I can do the trick to travel back to Act I to get him to appear in camp, but anytime I travel again or long rest, either before or after getting Art to reveal info about Thaniel, Halsin is back standing outside the door in Last Light and won't move to the lakeshore.
In my case, I have sneaking suspicion he bugged out due the order I played some things.
I had already progressed the quest up to the point of needing to find the lute, but I hadn't ever gone to the Mountain Pass yet, so I decide to go from the Shadow-Cursed Lands to go do that and the Creche. When I traveled to the Mountain Pass, I was randomly (or so I thought) given a backpack, which I am now guessing was Halsin's. (I also get one every time I travel between Act I & II areas now, so free backpacks, I guess lol).
What is even weirder is, at one point after I had gone back to the Mountain Pass, Halsin appeared in camp, so I tried talking to him. When I did, the dialogue cutscene warped back to him at Art's bedside, with stuff rendering and derendering all crazy. I think a combination of travelling back to Act I and possibly triggering this may have somehow glitched him out.
I've tried to do different combinations of fast travelling, resting, killing Art, shoving Halsin, etc. but nothing has worked. I have not done the Temple of Shar yet, so I'll give that a shot. I've seen others with bugs on this quest also say doing Moonrise & taking Act II up to the end "unbugs" Halsin sometimes, too.
I hopped back into the game after Patch #5. Halsin was still stuck in the Last Light Inn, not moving. I went ahead and completed the Gauntlet of Shar, but still no luck. He is still just standing there with me unable to talk to him.
Hoping as I get to the end of Act 2 it will fix itself as I've seen some others mention, but can't help but wonder if it's just going to be bugged the rest of this playthrough...
