Forcing ranged spell attacks into melee range to cast

Anyone else having this problem?

Sometimes I am simply unable to cast a spell that has range because the game wants my caster to get into melee range to do it. I usually have to save the game and reload. This can also sometimes happen with ranged weapon attacks. Is there an option or key press to just "Cast//shoot from this spot". I don't want or need to move.
